This is the program frame for the catalog lies.f read subroutines, doing
the crossmatch against the master catalog and spitting out identified and
non-identified objects.

The make target is idfuncs.a.  This needs to be linked together with
object code from lies.f to make the identification program.

These are basically some proj-data/s07 sources with minimal changes to make
things work in our more modern environment.
