This is the metadata for theoretical spectra computed by Thomas Rauch at
Tübingen.

The data is being uploaded from Tübingen a bit of curl (and no longer
bin/uploadspec).  The files uploaded only contain metadata, while the
actual data for the time being remains in Tübingen.

When the files are actually being retrieved, the data is obtained from
Tübingen and usually cached in txcache.  This is necessary because the
Tübingen data files have no headers, and there's no SDM VOTables there
anyway.

We keep a bit of test data in test_data.  To make the regression tests
run, copy that to spec/ and re-import.
