A facility to turn natural-language strings to proposal of UCDs.  This
is based on actual usage, i.e., the tablesets in the relational
registries.

This used to be based on an external resource, the ucdresolve library,
which used VizieR descriptions and some custom distance measures.
Remnants of that should be ignored.
