Hm: All this is pretty much parallel to upgrade-beta, except this
is derived from intall-stable (i.e., it has a different repo).
I wonder if there's a simple way to exploit this fact as far as dockerfiles
are concerned.  It sucks to have all this mad logic both here and
over in upgrade-beta.
